Everyone has an interest in our fresh water. Those interests often conflict with each other, making water governance a difficult area. Dr Elizabeth Eppel is a Senior Research Fellow in the Institute for Governance and Policy Studies. Her work looks at the public sector as a complex adaptive system, and investigates how complexity theory can help us design and implement better policy.
